Overview of the Parliamentary Elections in the Kingdom of Bahrain

Constituencies

Law Decree (56) of 2014 divides the Kingdom into four governorates, namely the Capital, Muharraq, the Northern and the Southern governorates. The Law Decree stipulates that the governorates shall be established, cancelled and named as per Royal Decrees. The centres of the governorates and their boundaries will be determined as per a Resolution by the Prime Minister.

National Supervision on Parliamentary Elections:

Elections, both parliamentary and municipal, are under judicial supervision and national monitoring at all stages, to ensure transparency of the electoral process.

The Supreme Supervisory Committee for Elections invites all licensed civil society organizations to participate in the supervision over the electoral process, with the scope being as follows:

  • To monitor the process of elections at all stages.
  • To monitor the behavior of the candidates, political societies and non-government institutions, in relation to respecting the laws governing the electoral process.
  • To monitor the behavior of voters, citizens and individuals in relation to respecting the laws governing the electoral process.
  • To monitor and report the use of religious premises and religious speeches to campaign for some candidates or undermine others, or any other violation against the law.

Any individual exercising supervision:

  • Must be a Bahraini national enjoying full political rights
  • Must not be affiliated with any political society
  • Must not be a candidate or an agent or legal agent for any candidate
  • Must supervise on behalf of the NGO to which they are affiliated

NGOs shall abide to a set of rules and ethics in order to appropriately perform their supervision function, as follows:

  • Impartiality without any expression of preferences of a public power, political society or candidate, during the electoral process.
  • Respect to the rule of law and regulations throughout the process, without any personal interference in the process of voting or counting votes. In addition, they need to have their cards and authorizations available at all times.
  • Supervisors shall not wear anything that suggests a preference to any candidate or an electoral affiliation, whether as a logo, writing or colour scheme.
  • Supervisors are not allowed to give any instruction or statement implying the cancelation or limitation of the resolutions of the authorities responsible for the elections.

Supervisors report the conclusions and results of their work, stating all processes they have personally supervised with evidence.
