His Excellency Advisor Ahmed bin Ebrahim Al-Mulla, Speaker of the Council of Representatives, stated that the parliamentary strategic planning process is one of the most important processes to be undertaken by the general-secretariats of the legislative powers, in order to ensure the continuous improvement of parliamentary institutional work, thus the legislative powers would achieve future ideas and visions within the goals and plans attached to clear time limits.
The Speaker of the Council of Representatives confirmed that the launch of the Council’s strategic plan for the next legislative term comes in implementation of the directives of The King of Bahrain His Majesty King Hamad bin Isa Al-Khalifa, and in line with Bahrain’s strategic vision.
This came during his attendance at the inauguration of the strategic plan of the Council of Representatives for the years 2018-2022, which was approved by His Excellency Advisor Rashid Mohammed Bu-Najmah, the Assistant Secretary-General for Committees, Sessions and Researches Affairs, and in the presence of Mr. Garth McGrath, Senior Technical Advisor of the Westminster Foundation for Democracy, Dr. Yasser Al-Shirawi, Assistant Secretary General for Resources and Common Services, Dr. Salih Al-Ghatheth, Head of the Commission for Legal Advisors, and Mr. Mahmeed Al-Mahmeed, Head of the Studies Center and Parliamentary Training.
His Excellency pointed out that the adoption of the strategic plan by the General Secretariat of the Council of Representatives for the next legislative term is considered the axis of planning and organization adopted by the Council of Representatives to ensure that the Council performs all national responsibilities and exercises constitutional specializations with all efficiency and competence.
The Speaker of the Council of Representatives also pointed out that the number of development projects emanating from the plan exceeds (37) projects, ranging from strengthening the work of the parliamentary committees, relying on parliamentary research outputs within working methodologies that rely on reliable and correct information. He explained that the plan represents a qualitative leap in the field of parliamentary and administrative work in support of the Council’s work.
It is noteworthy that the strategic plan of the General Secretariat of the Council of Representatives for the years 2018-2022 was set in the form of main and secondary principles and strategic objectives. Focus was put on supporting the ability of the Council to promote the constitutional and national roles assigned to it, namely the legislative, supervisory and diplomatic role, in addition to Institutional roles of the Secretariat as the supporting body of parliamentary resolutions through the continuous dissemination of information as a tool of popular evaluation of the representatives’ work with impartiality and objectivity, and to maintain continuous communication with all segments of the Bahraini society.
The strategic plan of the Council of Representatives adopted a set of values and pillars which the General Secretariat of the Council of Representatives believes is an indispensable institutional necessity in its pursuit in fulfilling its strategy, it also represents the approach of running all matters related to the work of the Council, namely professionalism in work performance, objectivity, commitment to teamwork and institutional integration, continuous training and development, high quality work outcomes, strengthening positive institutional values and efficiency and effectiveness.
